Water withdrawal is the total amount of water removed from a surface water or groundwater source. This measures the total volume diverted for use by a sector, regardless of whether it is returned to the source.
Water consumption is the portion of the withdrawn water that is permanently removed from the local water cycle. This water is no longer available to other users because it has evaporated, been incorporated into a product, or transpired by plants. Understanding this distinction quantifies the actual loss to the local water environment and helps evaluate water scarcity.
For example, thermoelectric power plants have high withdrawal rates for cooling, but a large percentage of that water is returned to the source, resulting in a low consumption rate.
